This interview addresses a simple question: How can terrorists periodically cross over to the Indian side of the Line of Control (LoC), given there are some 3 lakh security personnel of various types within Jammu and Kashmir and the LoC is said to be effectively fenced.
Well-known security analyst, Colonel Ajai Shukla, has said that the claim made both by the Modi government and the Lieutenant Governor in Srinagar that there’s near normalcy in the Union Territory is “100 per cent false” whilst the former Head of R&AW, Amarjit Singh Dulat, has said that quite often the infiltrating terrorists turn out to be “smarter than us”.
In two 20-minute interviews, both gentlemen spoke about the worrying degree of local support that terrorists are able to avail of. Colonel Shukla spoke about how they are fed, housed and often guided by local Kashmiris.
Mr Dulat spoke about the local support they get in places like Surankot as well as parts of Poonch and Rajouri.
Colonel Shukla spoke at length about the fencing done along the Line of Control which he says, at best, can deter 70-80% of the terrorists. He pointed out that whilst that was considered effective in 2005, when the fence was first erected, today it's inadequate and we need better and improved fencing.
